Sibiya Resigns, But Accountability Questions Remain

Shadrack Sibiya’s resignation from the South African Police Service (SAPS) has not brought an end to the serious allegations facing the former deputy national police commissioner, with calls growing for investigations to continue.

Sibiya resigned on Monday, 12 October 2026, shortly after his disciplinary hearing began. He was facing seven counts of alleged misconduct linked to matters raised at the Madlanga Commission of Inquiry, which is investigating alleged corruption and criminality within South Africa’s criminal justice system. SAPS confirmed that his employment had ended with immediate effect and described his departure as a “dishonourable discharge”.

The allegations include claims that Sibiya received money and gifts from businessman Vusimusi “Cat” Matlala, shared confidential police information and interfered with police investigations. These remain allegations and have not been established as facts by a court.

However, his resignation does not shield him from possible criminal prosecution. Legal experts have explained that leaving the police service may end his employment, but criminal investigations can continue and prosecutors may pursue charges if sufficient evidence is available. Parliament’s Portfolio Committee on Police has also called for any suspected criminal conduct to be investigated and appropriate legal action to follow where warranted.

Sibiya is also facing a separate criminal case involving allegations of rape and sexual grooming. He has denied the allegations, and court proceedings are ongoing.

His departure comes amid wider scrutiny of police leadership and alleged links between law enforcement officials and organised crime. The focus now turns to whether investigators will establish sufficient evidence to bring further cases and ensure accountability beyond the disciplinary process.

For South Africa, the case raises important questions about transparency, police integrity and whether senior officials can be held accountable when serious allegations emerge.
